Abstract

The author identifies the most common diseases among workers, and provides information on the first sanitary rules and instructions for the fall of medical care to workers, rules on the remuneration of workers affected by accidents, and on the first medical institutions of serving workers. The paper considers activity of the state, local administration, industrialists to solve the issues of providing medical and secondary medical personnel with workers in the salt industry of the Astrakhan province in the late 19th – early 20th century. The chronological framework of the study covers the end of the 19th – the beginning of the 20th century, which is a period of consistent and logical development of the legislative framework of health care by the state.
