Abstract

According to the author of the article, in modern Russia, we can see attempts to rebuild the system of strategic planning and management. However, the problem of this process lies in the uncertainty of the base of the strategy and the value basis of its fundament. The author believes that the established development goals come from the interests of the elite, and it leads to a lack of harmonious progress. It shows the importance of taking into account primarily values, desires and opinions of the majority of the population, since only in that way Russia will be able to restore the course of the development based on the dominance of a nationwide cultural matrix.
