Аннотация
В статье критически рассматривается потенциал идеи государства как платформы. Автор выделяет технократический, потребительский и политический подходы к реализации идеи на практике, производит оценку российской идеи государства как платформы, рассматривает контекстуальные условия перехода к платформам, дает их определение, а также подходы к классификации видов. В статье подчеркивается значение обеспечения государственной управляемости посредством сотрудничества граждан, бизнеса, НКО и государства на формируемых технологических платформах. Партисипаторная государственная управляемость является особым сетевым эффектом многостороннего взаимодействия. Критика потребительского подхода к государству как платформе учитывает исчерпаемость концепции нового государственного менеджмента и необходимость учета социально-политического содержания платформ.
