Abstract

The article is devoted to the analysis of social factors of formation of the local self-government, as well as to the topical issues of interaction of the management and the self-government structures in modern Russia. The authors assess current models of the local self-government, as a form of self-organization of the everyday practices of citizens, as an important instrument of improving democratic participation of citizens in the management of public affairs. The article substantiates the conclusion that local governments today are totally dependent on the regional authorities, and do not feel the need to rely on positions, views, mood of the population. The lack of enthusiasm of citizens to participate in the local government has significantly impeded its development as an institution that provides the effective solution of local problems. The authors emphasize that the development of effective government would deal with the major problems of the contemporary Russian authorities and moreover with the lack of control by the local communities.
