Abstract
The article is devoted to the problem of political transit in post-Soviet Russia. Authors pay a special attention to assessment of the efficiency of democratization. The efficiency of the democratic project depends on the socio-demographic and economic indexes of state, which are the results of reforms. The article offers the indexes of consolidated democracy, which reflect the degree of democracy of political system. Authors distinguish three groups of indexes: objective, subjective and institutional ones. Objective (structure) indexes show the degree of social-economic state development. Subjective indexes reflect the cultural context or the common values. The degree of institutional development is studied by The World Bank and Freedom House rating, where the indexes are used as the basis for classification of political systems. This paper studies the democracy project in Russia of the 1990s. According to indexes in the 2000s political system formed in the Russian Federation has a transit character.
