Abstract
The article is devoted to the cadre aspect of formation of the Soviet system of state administration during the first years of the Soviet regime. The analysis of the ideology, strategy and the practice of this process is held on the basis of the works of V.I. Lenin. The author shows that the ideology and the strategy of the development of the government apparatus were developed by the highest party organs and by Lenin personally. So the author revealed the basic cadre problems, which impeded the process of the solution of strategic problems of the development of Soviet society and state.
