Abstract

This article defines the role and importance of the Japanese military advisers (consultants) in the government of Mengjiang, which was located in the central part of the Inner Mongolia, China. The article characterizes the influence of the Japanese military advisers on the process of public administration and their place in the government. It gives the description of the governmental system both at the center and in aimaks of Mengjiang, in order to understand the principles of the new political entity and how the decisions taken by the political leadership of Mengjiang depended on the will of the occupying forces. The article traces the development and modernization of the state apparatus, in parallel with which the Japanese controlling authorities had been changing.
