Abstract
The authors analyze the role of the expert community as a subject of the civil participation in the region. The article is based on the idea that the regional expert community can be formed only from the social material of the subjects of the Russian Federation. The authors identified the technology of controlling experts by authority and the mechanism for revitalization of the civil capacity of the regional expert community.
