Simbirsk Provincial Government and the Problem of Quality of County and City Police Departments Work

The article is devoted to the problem of quality of county and city police departments work in Simbirsk province. Interrelation between policy violations and crimes of lower police ranks and between the absence of a rigid system of criteria in the process of police structure formation is traced. The diversity of defects and infringements which observed in the work of county and city police departments shows low quality of work of lower police ranks in handling administrative cases. Absence of elaborate system of punishments did not promote to improve the quality of county and city police departments work, as well as to increase their credibility among the population.
