On the protection of Daikal Lake and the social and economic development of the Baikal natural area

The article considers specific features of the Baikal natural area as a unique natural object where nature conservation and economic activity are regulated by a special federal law in order to create a state corporation. The author compares the strategy of the Baikal development program with the F.D. Roosevelt’s program of the development of the Tennessee River region, where the public corporation that completely changed the economy of the patriarchal agricultural southern regions is still working. The analysis of the Baikal natural territory’s problems allows making a conclusion that an effective system of management of conservation and socio-economic development of the Baikal natural territory is missing. The author also demonstrates the prospects and benefits of the regional state corporation which lead to a booming development of the Tennessee River region through the successful cooperation of the federal government, municipalities, state authorities and private business.
