Abstract

The article analyzes the practice of existence of temporary authority structures, which performed the role of transitional authorities and strengthened the position of the Bolsheviks in the countryside. Emergency institutes promoted creation of social preconditions for forming the local Soviet authorities in conditions of transition from war to peace.
