Abstract
The article raises the question of necessity of developing the concept of extremism counteraction public policy. The analysis made it possible to determine the appropriate scope of public relations, which suffers a direct harm from conducting extremist actions. To develop the concept of combating extremism the author considers it appropriate to analyze existing wording enshrined in legislation. He believes that the Russian legislator has not yet been able to determine the content of extremism; at the same time the need for the concept of extremism in its legal sense is quite obvious. With the qualification of this group of crimes the extremist motivation is especially important, because namely motive determines direct object of attack.
