Abstract

The article investigates the emerging trends in the public administration, defined by the solution of the governability problem under influence of complexity, uncertainty and risk. Particular attention is paid to the conceptual advancements, which are expressed in terms of «governance», «political networks» and «platform». The governance concept is revealed in the context of increase of the coordinating function of the state in the process of joint decision-making with civil society and business. Structurally the governance is described as the network political governance. Network models of political governance are described in the article as structured conditions that ensure the efficiency and effectiveness of coordination on the basis of electronic and nonelectronic platforms. In this regard, the goal of the platform is in expanding political opportunities structure for participation in shaping policy and improving governability. The characteristics of political opportunities structure for different models of network political governance are revealed.
