Abstract
The genesis of the modern Russian local government and municipal authority should be considered in conjunction with the features of the political and transformation processes that occurred in the post-Soviet space. They have caused controversy in the development of the legal framework of local government and municipal authority. These contradictions at different stages were characterized by trying to legalize their fundamentally different models, often having nothing in common with the actual state of affairs and historical traditions. Legal collisions in the sphere of the municipal authority became a legal consequence of political practices. Specialists are constantly working to identify and overcome conflicts in the area of local government. However, to prevent their reappearance it is necessary to reach a common vision of the development of municipal authority and local government.
