To the Theory of Research of Cyclic Dynamics of the Russian Elite Circulation

The article presents the basic laws that allow investigating the higher strata of society. It is necessary in Russia to find new ways to predict the development of political processes that depend largely on the circulation dynamics of the Russian elite. The circulation can be accelerated or slowed down, but it reflects only the static process. The second pattern is associated with cyclical dynamics, which can be characterized by manifestation of periodic crisis fluctuations in the dynamics of functioning of elites, when a period of sustained recovery and development of elite changes to its decline and crisis. The specificity of functioning of the Russian elite is also revealed through social genetics patterns, which can be fully disclosed by examining residues corresponding to human instincts. On this basis, we believe that a deeper study of the future trends in the development of cyclic circulation dynamics of the elite would be productive if manifestations of identified regularities in action of residues of I and II classes throughout the all history of Russia would be studied. In this case we can make a forecast for the future. For the research of the given regularities, principles of analysis used in financial markets, namely the Fibonacci numbers, as well as the correlation analysis and Fisher's exact test are suggested by the author.
