Abstract

The article analyzes the historical experience of forming regional executive authority in the 1990s on the example of Kemerovo, Novosibirsk and Tomsk regions. In the first period (1990–1993) organization of executive power was realized on the base of principles of the Soviets sovereignty and the separation of powers in the context of redistribution of powers between branches of government. In the second period (1993–2000) principles of separation of powers and areas of jurisdiction between the center and regions became a basis for the formation of the executive power of the regions. By the end of 1990s the tendency of centralization of management in the regions is marked.
