Will «Chicago of the 1930s» Repeat in the Perm Krai (Upper Kama)?

The historical and natural and industrial potential of the Upper Kama area is analyzed. The author considers a difficult situation in the two municipalities after the technological man-made disaster. The article suggests some ways to solve this force majeure, as well as techniques and methods for increasing investment attractiveness of the region, attracting human resources to the problematic areas and for the social development of the territory. The author believes that for revealing and further solving the problems of social interaction in the region application of the experience of sociologists from the Chicago school can be effective. The data of the author`s sociological survey on the state of the level and life quality of population of the Usolsk region are given.
