Abstract
The article analyzes the main patterns and ways to show interests of lobbying groups in the process of adoption of laws on the budget of the Russian Federation. Activity of lobbyists in the State Duma of the Federal Assembly of the Russian Federation is considered in reflect of the changes that occurred in the Russian political arena in the early 2000s. The author explores the evolution of the main methods of lobbying interests and changes in key subjects, which are under pressure at all stages of considering the law on the national budget; author also makes conclusions about reducing transparency of groups of interests’ activity, primarily in industry sphere, in the Russian Lower chamber. In the author's opinion, this fact hinders the development of the institute of legal lobbying in Russia.
