Abstract
The article considers the democratic principles of formation of legislative and executive state power bodies of the subjects of the Russian Federation. It is noted that namely elections and referendums are both important institutions of democracy and necessary elements of democracy realization as a basic principle of Russian statehood. Soluition of the number of issues connected with the right of citizens to vote and to be elected, to participate in the referendum, depends on the observance of certain basic principles of the Russian electoral law, which are generally represented in the federal legislation. Constitutional and legal formula of interaction between democracy as a form of political organization of government and elections as an institution providing one of directions of citizens` participation in management of state affairs refers to the basics of the constitutional order, according to which multinational people of the RF is the only source of state power.
