Abstract

The article analyzes the organization of workers’ labor during the process of gratuitous transition of the concession enterprises to the government. Reasons of personnel and manufacturing difficulties are revealed, as well as special aspects of social-labor rights realization by the Soviet government during the transition period are determined.
