Abstract
The issue of state regulation of regional development is disclosed from the standpoint of the theory and practice of public administration to reduce socio-economic inequality in individual regions of the country and achieve balanced development of territories. The theoretical foundations of assessing state regulation of regional development are summarized, with seven areas of regulation identified: formation of regional policy, financial support, investment policy, social policy, infrastructure development, environmental policy, scientific and technical cooperation, monitoring and control, as well as the corresponding system of measures, including the development of goals, objectives of state regulation of regional development, measures to achieve them, formalized in the form of strategic planning documents, indicators for assessing its effectiveness. The paper identifies goals and objectives, forms, methods and instruments for regulating regional development at the present stage. The study of the state policy in the field of regional development allows us to determine that a significant characteristic of state regulation of regional development in the Russian Federation at present is the increasing role of the program-targeted approach, which, replacing the cost approach, acts as an element of managing socio-economic processes at the regional level, allowing to manage goal-setting, to form resource support, to build roadmaps and work time to achieve goals; and taking into account regional specifics in management to adapt state strategies to local conditions. Using the example of a separate regional support program, the author studies the procedure for implementing the program-targeted approach and its effectiveness, regulatory and legal support, indicators for assessing the effectiveness (efficiency) of state regulation of regional development.
