Abstract
The article addresses the pressing issue of forming a technological ecosystem in Central Asian countries with the involvement of the Russian Federation and the People’s Republic of China. The article outlines the theoretical framework for analyzing the influence of two actors: RF’s foreign policy in this area is examined through the lens of the neorealist paradigm of international relations, while PRC’s foreign policy actions are assessed using the non-Western concept of moral realism in international relations. The analysis considers specific political, economic, historical and security factors influencing the establishment of cooperation along the two lines: Russian Federation – Central Asia states and People’s Republic of China – Central Asia states.
