Abstract
Objective of the study is to analyze the state of the system of reproduction of scientific personnel of educational institutions of higher education of the Far Eastern Federal District, as part of a comprehensive study of the personnel potential of the field of science, in order to further develop effective mechanisms for the reproduction of scientific personnel of the Far East.
The methodological basis of the research is represented by regulatory legal acts (federal, regional, local significance); materials of reports on the scientific activities of universities of the Far Eastern Federal District for the period 2018-2021, statistical data, including those submitted by universities of the Far Eastern Federal District (statistical observation report “2-science. Information on the implementation of research and development” for the period 2018-2020.); materials of monitoring of educational institutions of higher education for 2020-2021, as well as local documents of 45 universities of the Far East (at the request of the authors) and open information on the official websites of universities.
Research results showed a pronounced personnel shortage of young scientists in the Far East, the negative nature of the reproduction of scientific personnel and the weak effectiveness of the existing mechanisms for training highly qualified personnel of the higher school of the Far Eastern Federal District and its scientific sector.
In the light of the identified problems and deficits, the author comes to the conclusion that the higher education system of the Far East requires the development of a special approach to the reproduction of highly qualified personnel from among promising employees, for their effective, advanced development, the implementation of competitive projects and the development of science in the Far East.
Prospects of the study. These results are part of a comprehensive study of the human resources potential of science and innovation as a key component of the scientific and technological development of the country in the Asia-Pacific region.
The results of the study will become the basis for the development of new and transformation of existing mechanisms for the reproduction of scientific personnel adapted to the territorial conditions of the Far East and a conceptual approach to the reproduction of human resources in the field of science, containing the basic principles of personnel formation, development and use, as well as the priorities of personnel policy of the eastern territories of the Russian Federation in the long term.
