Abstract

Objective of the study is to consider the social efficiency of municipal government in a sociological context and to provide a methodological justification of social efficiency in the subject field of sociology of management. Research results. It has been established that the concept of social efficiency, which came from economic sciences, cannot be applied to assess social institutions aimed at meeting the needs of residents of modern cities. It is stated that the social effect is divided into two planes: formal (imitation) and informal (real), where the first is a product of statistical manipulations by representatives of the municipal authorities, and the second reflects the assessment of the quality of their life by the consumers of municipal services. It is proposed to build a methodology for assessing the social efficiency of municipal government not through an assessment of the social effect, but through the achievement of the institutional goal of municipal government - to improve the quality of life of the population. Prospects of the study is verification of the proposed concept in practice by means of the author's sociological research, considering in more detail the prospects of combining classical methods of measuring social efficiency and those proposed in the framework of this work.
