Abstract
The article analyzes the role of the state and its institutions in the development of environmental behavior of Russian youth. It is concluded that environmental support for young people is one of the priority tasks of ensuring investment in the human capital of the country's citizens, and therefore in this regard, the state assumes the functions of monitoring the implementation of legislation in the field of environmental crimes, offers a national security strategy that includes elements of anticipating viral threats, as well as rapid prevention of the consequences of environmental disasters. Monitoring of environmental behavior takes on a special “military” dimension, which is the responsibility of the relevant state bodies and special services. Consequently, such a state institution as the army (including emergency troops) largely forms patterns of environmental behavior of young people.
