Abstract

Youth policy, which has an etatistic paternalistic character, has a great influence on civic practices in youth environment in modern Russia. The article reveals the goals and objectives of this policy, due to the specifics of the Russian state and the emerging civil society, identifies the reasons for the lack of social effectiveness of youth policy in Russian society, including the gaps between doctrinal declarations and management practices of its implementation. The influence of youth policy on the civic practices of youth is considered in the context of the existence in the youth environment of a dominant state-civic identity, a particular national-civic identity, as well as various online identities.
