Abstract

Modern problems of socially oriented non-profit organizations (SO NPO) are caused by the imperfection of the domestic legislation and low efficiency of implementation of the tasks. The most significant problem in the Rostov region is the lack of necessary regulations and established schemes for working with NPO, a large number of bureaucratic obstacles in the financial support of project activities significantly reduces efficiency and violates the targeted orientation. The real needs of the population for social assistance often cannot be addressed quickly. It is this problem that the NPO are ready to take on, but due to the lack of interaction between the regional authorities it is impossible to build a new effective structure to address socially significant problems of civil society. Each project faces a high level of obstacles and artificial delays in addressing socially significant issues. The authors come to the conclusion that it is necessary to simplify the mechanisms for the implementation of project solutions and to ensure proper control of the effectiveness of the projects.
