Abstract

In this article, on the basis of expert assessments of municipal employees and members of the public (deputies, journalists, teachers), we consider the targets of the Institute of city management, their compliance with real management practices, as well as the risks that prevent the achievement of administrative and social viability of the model of appointment of the head of the municipality through competitive selection.
