Abstract
The article is devoted to the reasons for the low social efficiency of municipal elites in the Southern Federal district. The authors’ attention is focused on the elite features in the Southern Federal district. The article is based on the results of the empirical studies that were conducted on the territory of the Rostov region and cross-border regions. The authors come to the conclusion that the main cause for the low social efficiency of the municipal elite is the simulation mechanism of the adopted system for the reporting on social indicators.
