Abstract
The article substantiates the conclusion that small business is a mean of achieving social and economic goals of the state. Therefore, the overall phased development objectives of the country are at the same time state support of small business goals. We analyze socio-economic technologies of public and state support of this type of activity, its typological (civilization) and individual (federal, regional, municipal) parameters and characteristics are revealed. The phenomenon of modern Russian small business is studied, its essence, global trends and interpretation in Russian socio-economic reality are defined. Conceptual basis of the state policy in creation of favorable market environment for small business, formation of organic socio-economic base of civilized enterprise consciousness are defined, the role of the state in the choice of strategic directions in the development of small business is shown.
