Abstract
The article describes the creation of system and regional researches and forecasting if IPPK SFU ISPI RAS by Y.A. Zhdanov with Y.G. Volkov and the role of this institute in the integration of Caucasus in difficult for Russia 90-ties. The necessity of creation of scientific centers and their role in the integration of scientific national elite, the consequence of which was a revival of the lost structural relations of scientists of the South of Russia is shown.
