Аннотация
В статье, состоящей из двух частей, используются подходы и принципы анализа российской политики государственного социального обеспечения для лиц с инвалидностью трудоспособного возраста, основанные на опыте государств благосостояния. Во второй части статьи анализируется российская политика в ходе первичного и повторного освидетельствования за период с 2010 по 2020 г. на основе данных МСЭ Министерства труда и социального развития РФ. Проводятся сопоставления подходов к сокращению в России, странах ЕС и ОЭСР. Показаны принципы ужесточения процесса оценки инвалидности и кадрового администрирования, влияющие на доступ к пособиям, перспективы реабилитации и содействия занятости, правовые гарантии заявителей. Раскрыты факторы снижения доступности программ помощи и выделены категории, которым отказано в мягких правилах для зачисления – в аспекте групп инвалидности, пола, типа поселения и основных классов болезней, при первичном и повторном освидетельствовании – «на входе» в программу и при «подталкивании к выходу». Выявлен характер мер антикризисной политики 2020 г. в социальном обеспечении для лиц трудоспособного возраста.
