Abstract

The article deals with the theoretical aspects of the government and business community’s social responsibility in modern Russia. The author analyzes the main forms of government and corporate responsibility, its role in various aspects of social life, the general and specific areas of social responsibility, and the borderline between corporate responsibility and government responsibility. Special attention is paid to the social solidarity of the business community and the government, as a phenomenon that contributes to the country’s sustainable development, while also attempting to define the indicators of socially responsible behavior. An important section of the article is devoted to reviewing the reasons behind the lack of social responsibility on the part of the government and the business community, as well as the ways of negating these reasons. The author believes that the key to social irresponsibility lies in the historical absence of social control over the government and corporations, in the underdeveloped economic and political competitiveness in Russia, and in the fact that there is no guarantee of irresponsible actions not going unpunished. In terms of combating the social irresponsibility of various entities, we analyze the following: the concept of democratic changes in the government, the desacralization of power, the removal of government bureaucracy, complete equality in the eyes of law, and the fight against corruption. Many theoretical aspects of this article are reaffirmed with specific examples from the socially responsible government and business practices in Russia and elsewhere.
